Project ST-003
S. 1st St./Greeley St./Williams St. Reconstruction Project
Project Award: February 8, 2022     -     Prime Contractor: R&G Construction, Marshall, MN
Construction Begin:
June 2022 (anticipated)      -     Anticipated Completion: September 2022
Project Details:
Reconstruction of S. 1st Street between George St. and Greeley St., Greeley Street
between W. College Dr. and Saratoga St., and Williams Street between George St. and Maple St. Work
will include replacement of Sanitary Sewer, Watermain, Storm Sewer Catch Basins, Grading, Curb and
Gutter, Sidewalk, Asphalt Paving and other miscellaneous work. 
Latest Update:
April 27, 2022 - The contractor has completed cutting down the trees included with the 
project. Stumps and further construction is anticipated to occur starting early July, weather dependent.

Project ST-004
Halbur Road Reconstruction Project
Project Award: February 22, 2022     -     Prime Contractor: Duininck, Inc., Prinsburg, MN
Construction Begin:
June 2022 (anticipated)      -     Anticipated Completion: September 2022
Project Details:
Reconstruction of Halbur Road between Michigan Ave. and Erie Rd. (Co. Rd. 33). Work
will include replacement of Sanitary Sewer, Storm Sewer Catch Basins, Grading, Curb and Gutter,
Sidewalk, Concrete Paving and other miscellaneous work. 
Latest Update:
June 7, 2022 - Duininck is expected to begin milling the existing pavement and constructing
temporary accesses for all of the businesses on Halbur Road starting on Friday, June 10th. Underground
construction is planned to begin the following Monday, June 13th. No traffic will be allowed on Halbur Road
during construction. During this time, properties along Halbur Road will have alternative means of access
from Erie Road or Michigan Avenue. Please utilize these alternative accesses during construction.

Project ST-005
Rose Parking Lot Reconstruction Project
Project Award: May 24, 2022     -     Prime Contractor: R&G Construction Co., Marshall, MN
Construction Begin:
June 2022 (anticipated)      -     Anticipated Completion: September 2022
Project Details:
Reconstruction of the Rose downtown city parking lot adjacent to W.
Lyon Street. Work will include Grading, Curb and Gutter, Sidewalk, Concrete Paving and other
miscellaneous work. 
Latest Update:
June 7, 2022 - R&G Construction is expecting to close the parking lot beginning on
Wednesday, June 8 to begin removing the existing pavement and preparation for new paving. No
vehicles will be allowed to park in the parking lot until paving has been completed and the new
pavement has reached the proper strength to carry vehicle traffic. It is anticipated that the parking
lot would be reopened by the end of June, weather permitting.

Please plan to park in alternative locations while the parking lot is closed. There is nearby on-street
parking available on W Main, W. Lyon, N. 4th, and N. 5th Streets and a nearby off-street public parking
lot at the corner of Lyon and 4th Streets.

Project ST-006
Safe Routes to School (SRTS) School Pedestrian Crossing Improvements Project
Project Award: May 11, 2022     -     Prime Contractor: Duininck, Inc., Prinsburg, MN
Construction Begin:
June 2022 (anticipated)      -     Anticipated Completion: August 2022
Project Details:
Construction of pedestrian crossing enhancements and associated signage. Work will
include construction of ADA-compliant pedestrian ramps and sidewalk, raised pedestrian refuge islands,
installation of Rectangular Rapid Flashing Beacon (RRFB) signage, Dynamic Speed Feedback & School
Zone Speed Limit signage and other miscellaneous work. This project is mainly funded through a grant
received from MnDOT.
Latest Update:
May 26, 2022 - This project has been awarded to Duininck, Inc. of Prinsburg, MN.
City staff will be meeting with the contractor to discuss project details and schedule. 

Project ST-007
2022 UCAP Bus Shelter Construction Project
Expected Advertisement: June 2022     -     Prime Contractor: TBD
Construction Begin:
August 2022 (anticipated)      -     Anticipated Completion: September 2023
Project Details:
Construction and installation of several bus stop shelter pads and structures located
at various UCAP-operated bus shelter locations throughout the City of Marshall. Work will include
Grading, Curb and Gutter, Sidewalk, Concrete Paving, Bus Shelter Foundation and Assembly, and other
miscellaneous work. This project is mainly funded through a grant received by UCAP from MnDOT.
Latest Update:
December 22th, 2021 - Engineering staff is currently developing plans for this project.

W. Lyon Street (College to 1st) Reconstruction Project
Project Award: May 24, 2022     -     Prime Contractor: R&G Construction Co., Marshall, MN
Construction Begin:
July 2022 (anticipated)      -     Anticipated Completion: September 2022
Project Details:
Reconstruction of W. Lyon Street between College Dr. and N. 1st St. Work
will include replacement of Sanitary Sewer, Watermain, Grading, Curb and Gutter, Sidewalk,
Concrete Paving and other miscellaneous work.

May 31, 2022 - This project has been awarded to R&G Construction Co. of Marshall, MN.
City staff will be meeting with the contractor to discuss project details and schedule.

Baldwin Parking Lot Reconstruction Project
Expected Advertisement: June 2022     -     Prime Contractor: TBD
Construction Begin:
July 2022 (anticipated)      -     Anticipated Completion: June 2023
Project Details:
Reconstruction of the Baldwin downtown city parking lot adjacent to W.
Lyon Street. Work will include Grading, Concrete Paving and other miscellaneous work. 
Latest Update:
June 7, 2022 - Project is currently being advertised for bids. Award recommendation
is planned for the Council Meeting on June 28th. 


Project SWM-002
Legion Field Stormwater Improvements (Phase II) Project - Parkway Basin
Expected Advertisement: June 2022     -     Prime Contractor: TBD
Construction Begin:
July 2022 (anticipated)      -     Anticipated Completion: October 2023
Project Details:

December 22th, 2021 - Bolton & Menk is assisting City Engineering staff on developing
plans for this project. 


Project PK-001
Independence Park Trail Replacement Project
Bid Award Date:
August 25th, 2021     -     Prime Contractor: A & C Excavating, Marshall, MN
Construction Begin: September 16, 2021     -     Anticipated Completion: July, 2022
Project Details: Replacement of the existing trails throughout Independence Park including
the area around the baseball field area.

Latest Update: June 7, 2022 - A&C Excavating has begun removing sections of the trail in the east
portion of the park and placement of the gravel base. Concrete trail paving is expected to follow
shortly afterwards. Seeding and mulch has been placed on areas of the trail that were completed
last fall.

Project SWM-007
Independence Park Pond Forebay Expansion Project
Bid Award Date:
October 18th, 2021     -     Prime Contractor: Towne & Country Excavating, Garvin, MN
Construction Begin: April, 2022 (Anticipated)     -     Anticipated Completion: July, 2022
Project Details: Excavation and expansion of the pond forebay at the south end of Independence
Park including pipe culvert and new concrete trail. 

Latest Update: May 26, 2022 - Towne & Country Excavating has completed the majority of excavation
and grading construction. Continued work at the pipe crossing and trail will occur as weather permits.
The southern portion of the park and trails will be closed to visitors during this time.

Project Z87
Diversion Channel Slope Repair and Sheet Pile Removal Project
Bid Award Date:
September 14th, 2021     -     Prime Contractor: R & G Construction, Marshall, MN
Construction Begin: April, 2022 (Anticipated)     -     Completion: October 2022
Project Details: Grading and slope correction of washout areas of the Redwood River Diversion
Channel. Also includes removal of sheet piling and storm water outfall repairs. 

Latest Update: December 22nd, 2021 - R&G Construction is expected to complete this work
during 2022.
