  • Street reconstruction on Saratoga Street from Southview Drive to Highway 23.
  • Reduced Conflict Intersection on Highway 23 and Saratoga Street including "J-Turns"
  • Pedestrian bridge over Highway 23
Reduced Conflict Intersection (RCI)Increasing safety; decreasing T-Bone (right angle) crashes

RCI_imageWhere in Minnesota are RCIs located?

  • County Rd. 24, Willmar
  • Hwy 169 and County Rd. 3, Belle Plaine
  • Hwy 36 and Keats Avenue, Lake Elmo
  • Hwy 10 and County Rd. 8, Becker
  • Hwy 169 and 173rd St., Jordan
  • Hwy 212 and Mn Hwy 284/CSAH 53, Cologne
MnDOT also plans to build additional RCIs in the next five years Cannon Falls, Vermillion, Zumbrota, Cotton, Ham Lake, Ramsey and Oakdale.

  • Improved safety - Studies show a 70 percent reduction in fatalities and a 42 percent reduction in injury crashes where RCIs are used.
  • A typical four-lane divided highway intersection has 42 possible vehicle conflict points. RCI's reduce confict points to as few as 18.

Project UpdateSeptember 4, 2015

The contractor has reconstructed the majority of Saratoga Street north of TH 23 and placed the first lift of bituminous pavement this week. They will continue to work on site grading and trail construction over the next few weeks. The road will remain closed during this time.

For Residents of Broadmoor Valley:  The roadway work on Saratoga Street south of TH 23 will occur concurrently with work on the north side. West access from Saratoga Street may be temporarily closed or restricted during certain construction activities. Please pay attention to changing traffic control and restrictions.

TH 23 median grading is substantially complete and concrete pavement within the turn lanes is expected to start next week. Pedestrian bridge construction is proceeding with piers mostly complete and approach beams set. Concrete decking on the approach spans also started this week. Placement of the center span over TH 23 is anticipated to take place on September 11th. Placement of this span will require the temporary closure of TH 23 in both directions and highway traffic will be detoured. Please follow the detour or find alternative routes on this day.

Construction is usually very interesting to children. However, there are many hazards on a construction site, and even the safest work area can be dangerous. The large equipment has a lot of blind spots and it is hard to see everything or everyone. Do not climb on or play near dirt piles, equipment or work areas. Your cooperation in keeping children (and pets) away from the work area and equipment at all times is required and appreciated.

Please remember that schedules can change at a moment's notice because of weather, delays by subcontractors, or other unforeseen events.
