Due to the ongoing developments resulting from the COVID-19 (coronavirus) and the resultant recommendations to limit the size of public gatherings, the City is encouraging input for the public hearing on improvement for the Project Z76: South 1st Street Reconstruction Project to be provided by phone, e-mail, or by mail. To provide enough time for residents to offer input, the public hearing on improvement will be conducted over two City Council meetings. The hearing will begin at the City Council meeting, as originally advertised, on Tuesday, March 24, 2020 at 5:30 pm and the hearing will be continued at the City Council meeting on Tuesday, April 14, 2020 at 5:30 pm. Both meetings will be held at the MERIT Center located at 1001 West Erie Road in Marshall, Minnesota. Input can be submitted by reaching the City of Marshall Public Works Department in the following approved methods:

Below is language from the original notice as published in the Marshall Independent on March 13, 2020 and March 20, 2020 and directly mailed to affected property owners:

Notice is hereby given that the City Council of Marshall, Minnesota, will meet on Tuesday, March 24, 2020 at 5:30 pm in the Professional Development Room of the Marshall Middle School located at 401 South Saratoga Street, to consider the making of the following improvement:

PROJECT Z76: SOUTH 1ST STREET RECONSTRUCTION PROJECT – This project consists of: reconstruction and utility replacement on South 1st Street generally between Southview Drive and George Street. Water, sanitary sewer, and storm sewer catch basins will be replaced along South 1st Street in this area. Sidewalk is proposed to be installed along the west side of South 1st Street from Southview Drive to a point approximately 215 ft. north of George Street. In addition to the utility replacement and street reconstruction on South 1st Street, sanitary sewer force main improvements are proposed at the intersection of South 1st Street and DeSchepper Street.

pursuant to Minnesota Statutes, Sections 429.011 to 429.111. The area proposed to be assessed for such improvement are those properties within and/or abutting the above described project area. The estimated cost of the improvement is $995,300. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.
