Housing & Redevelopment Authority
The Housing and Redevelopment Authority (HRA) is a municipal organization created by the city under state legislation. The HRA is directed by the seven-member City Council, all local citizens, including the mayor.

The HRA has the authority to act pursuant to the Housing and Redevelopment Authority Act as codified in Minn. Stat. Chapter 469. The enabling act authorizing the local HRA to be subject to the State statutes is codified in the Marshall Home Rule Charter paragraph 12.08. The City of Marshall approves charter and charter amendments pursuant to ordinance.

The Housing and Redevelopment Authority in and for the City of Marshall (HRA) has been and continues to be an active component unit of local government in the City of Marshall. The HRA has a long history of land ownership and development in the City of Marshall.
